Description/Analysis

 

Issue Detail: The Sacramento Radio Communications Systems (SRRCS) provides public safety and local government communications radio systems for the greater Sacramento Region. This includes the City of Sacramento’s (City) public safety agencies and all its emergency services.   SRRC is operated by the County of Sacramento since 1995 and has provided the City with essential radio communications and connectivity services that supports the City’s public safety and emergency service radio communication requirements.

 

The City is part of the SRRC that provides the radio infrastructure to operate the City’s mobile radios used by local government, public safety, and first responders to communicate with surrounding cities and districts. The System is maintained by Sacramento County and is up for renewal. The proposed agreement will extend the City’s radio services using the SRRCS with Sacramento County’s Telecommunications Division for ten years. The entire System is a multi-agency regional radio network built with pooled frequencies from the City of Sacramento, County of Sacramento, Sacramento Sheriff’s Department, and surrounding Fire districts. Under this agreement, the City will pay radio subscription fees that will be used to support and maintain the System.

 

Policy Considerations:   City Council approval is necessary as the agreement is over $250,000, and authority to enter into this agreement has not been delegated to the City Manager under the City Code. 

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This contract was published for 10-day review on November 5, 2020 as required.

Rationale for Recommendation: The City of Sacramento’s land mobile radios are critical to both government operations and public safety. This agreement will enable the city to operate radio communications using the shared backbone infrastructure maintained by Sacramento County. The City must renew this contract for critical emergency communications in the region.

 

 

Financial Considerations:  No additional funding is requested.  The annual radio subscription costs are currently funded through departmental operating budgets.  The total amount of the SRRCS licensing agreement will not exceed $15 million over ten years.

 

Local Business Enterprise (LBE):  The project associated with this agreement will be administered by the County of Sacramento and will follow their contract policies and procedures. Therefore, the City’s LBE requirements are held in abeyance.
