Description/Analysis

 

Issue Detail: On August 9, 2018, the City Council adopted Resolution 2018-0327 approving an Educational Institution Parking Permit (“EIPP”) pilot program to allow employees of qualified schools to park with an exemption to posted time restrictions on the street. The EIPP program was initially established at William Land Elementary School and St. Francis High School, but later amended by Resolution 2018-01417 to add St. Francis of Assisi Elementary School. The EIPP program was initially established for the 2018-2019 academic school year but was extended through the 2019-2020 academic school year.

 

On November 19, 2019, the City Council adopted Resolution 2019-0438 approving a one-year Merchant Parking Permit (“MPP”) pilot program to allow employees of qualified merchants to park with an exemption to posted time restrictions on the street. The initial MPP pilot area included sections of Elvas Avenue from the 65th Street/66th Street Alley to 66th Street; and 66th Street from Elvas Avenue to 1210-66th Street.

 

Any modifications to the EIPP or MPP programs, other than minor amendments, must be approved by the City Council. Due to the COVID-19 pandemic, school campuses citywide were closed for   half of the 2019-2020 academic year and have mostly been closed for the start of the 2020-2021 academic year and business parking levels were significantly lower than anticipated for 2020. As a result, staff is recommending an extension of the MPP program through December 31, 2021 and an extension of the EIPP program through December 31, 2021. Such extensions will give staff more time to assess parking needs and get more complete data for evaluation of potential permanent Citywide EIPP and MPP programs.

 

Additionally, staff is recommending addition of a few streets in the River District to the MPP program. On October 13, 2020, the City Council approved two-hour parking restrictions, from 6:00 a.m. to 10:00 p.m., on certain streets within the River District, including North A Street, both sides, from Ahern Street to North 16th Street and North C Street, North Side, from North 12th Street to Ahern Street. There are several businesses located on or adjacent to these streets and the new parking restrictions will limit their employees’ ability to park close to the community, forcing them to walk longer distances to their vehicles, often during early morning and evening hours. Therefore, staff is recommending addition of North A Street, both sides, from Ahern Street to North 16th Street and North C Street, north side, from North 12th Street to Ahern Street, to the MPP program.

 

Policy Considerations: These recommendations are consistent with the City’s General Plan and the goal of the City Council to enhance livability and economic development objectives to

retain and support small businesses.

 

Economic Impacts: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The proposed actions are exempt from the California Environmental Quality Act (CEQA) because it can be seen with certainty that there would be no potential for causing a significant effect on the environment pursuant to CEQA Guidelines section 15061(b)(3). Such actions do not provide additional parking than what it currently available, but rather, allow certain qualified merchant employees to be exempt from existing parking time restrictions.

 

Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.

 

Commission/Committee Action: None

 

Rationale for Recommendation: Extending the EIPP and MPP pilot programs will give staff more time to evaluate educational and business parking needs. Adding North A Street, both sides, from Ahern Street to North 16th Street and North C Street, North Side, from North 12th Street to Ahern Street to the MPP pilot program will allow employees of nearby businesses to park closer to their places of employment. Such local businesses are crucial to the economic vitality of the City.

 

Financial Considerations: The cost to install MPP signage is estimated to be $500. Sufficient funds are available in the Department of Public Works, Parking Services Division Fiscal Year (FY) 2020/21 operating budget (General Fund, Fund 1001). The cost for each MPP is $5 per month. All MPP revenue will be credited to the General Fund (Fund 1001).
