Issue Detail: The Department of Youth, Parks, & Community Enrichment recommends rejecting the bids for the Tahoe Tallac Park Ballfield Improvements Project (L19192105). The solicitation for bids for this project was issued and three bids were received on October 14, 2020 (Bid #B20191121036). The bids from Sierra Valley Construction, Inc., Marina Landscape, Inc., and Saenz Landscape Construction Company all exceeded the engineers estimate and project budget. The engineers estimate for the base bid improvements for this project was $186,988. The low base bid received from Sierra Valley Construction, Inc. was $258,023 and is substantially higher than the engineers estimate and the current project budget of $187,000. As a result of the high bids, staff will reduce the scope of the project to be within the allocated budget.
The scope of the project includes installation clearing and grubbing, grading, installation of decomposed warning tracks with concrete mow curb all three ballfields, foul poles on field 3, concrete pads and picnic tables throughout the park, a replacement park bench, replacement overthrow fencing fabric on field 1 and 2, a batting cage with chain link fencing and a concrete walkway, replacement bench boards and repainting of the two 15 foot wood bleachers on field 3, planting of twenty trees, turf and irrigation modifications and a 30-day plant establishment period. The project will be rebid. Construction is anticipated to begin in Spring 2021.
Policy Considerations: The action requested is required under City Code Chapter 3.60, which requires City Council approval to reject bids for contracts of $250,000 or more.

Environmental Considerations: It has been determined that the project is exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines section 15301, existing facilities.

Rationale for Recommendation: A request for bids was advertised on September 22, 2020 and three bids were received on October 14, 2020. The lowest base bid received substantially exceeded the engineering’s estimate and the project budget. As a result, all bids must be rejected. Staff will reduce scope of the project to be within the allocated budget and rebid the project.
