Recommendation:

Recommendation

Pass a Motion authorizing the City Manager or the City Manager’s designee to: 1) execute Supplemental Agreement No. 2 to City Agreement 2020-1685 with United Way California Capital Region (UWCCR) decreasing the amount by $300,000 for a total amount of $450,000; 2) receive a refund of $300,000 back into the Digital Equity Response Program  from UWCCR; and 3) approving the use of the NASPO ValuePoint MA149-1 cooperative purchase agreement with AT&T Mobility for an additional amount of $300,000, for a total not to exceed amount of $600,000 to purchase Mifi/Aircards.

Description/Analysis

 

Issue Detail: On August 18, 2020, Council adopted Resolution No. 2020-0267 which established the Digital Equity Response Program (G02610100) from the Digital Divide Program in the Federal CARES Act Fund (Fund 2704). The resolution also authorized the negotiations and execution of a CARES Act grant agreement with United Way California Capital Regional (UWCCR) for an amount not-to-exceed $750,000. This amount included the purchase of Mifi/Aircard equipment that will be distributed to qualified individuals or families within the City of Sacramento. 

 

UWCCR was unable to negotiate a purchase agreement with AT&T Mobility for Mifi/Aircard equipment at or below the discounted rate that is available to the City under the NASPO ValuePoint MA149-1 cooperative purchase agreement.  Therefore, under the proposed supplemental agreement, UWCCR will return $300,000 so the City can complete the purchase under the NASPO ValuePoint agreement. The equipment received by the City will be transferred to UWCCR for distribution under the Digital Equity Response Program.

 

The UWCCR will work in partnership with the City, Community Based Organizations (CBOs), internet and equipment service providers, and the community, to provide services to families and individuals affected by COVID-19. This program will provide up to 10,000 qualifying Sacramento City households internet connectivity, up to 1,000  individuals and families with computers or hot spots at no cost to the individual or family, and digital literacy training and outreach for community members, seniors, individuals with limited English skills, and children in eligible households.

 

Policy Considerations: The City has been impacted by the global pandemic. Establishing programs and budgets that include federal CARES Act funding is consistent with City Council action relative to state and federal grant awards.

 

Economic Impacts:  None.  

 

Environmental Considerations:  The report does not constitute a “project” as the activity will have no significant effect on the environment and is a continuing administrative activity. It is therefore exempt from the California Environmental Quality Act (CEQA) (CEQA Guidelines Sections 15061(b)(3);15378(b)(2)).

 

Sustainability:  Not applicable.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation:  The City has the ability to leverage pre-existing cooperative purchase agreements under the NASPO ValuePoint contract to purchase Mifi/Aircard devices at a significantly reduced rate that is only available to government entities. The City will procure the equipment under this agreement and assign the equipment to UWCCR for distribution under CARES Act grant agreement.

 

Financial Considerations: No additional funding is required. UWCCR will return $300,000 that will be credited back to the Digital Equity Response Program and the amount will be used for the new contract.
