Description/Analysis

Issue Detail: On January 5, 2021, Councilmember Jay Schenirer was nominated as the 2021 Vice Mayor and Councilmember Angelique Ashby was nominated as the 2021 Mayor Pro Tem. The Vice Mayor and Mayor Pro Tem nominations require confirmation by a majority vote of the City Council. The Sacramento City Charter and the Council Rules of Procedure require the Council to elect by a majority vote a Vice Mayor from among its members, other than the Mayor, to serve for a one-year term concurrent with the calendar year at the Council's first meeting in January. The Vice Mayor will be able to serve as acting Mayor in the event the Mayor becomes unavailable. In the event of the absence, vacancy in office or inability of both the Mayor and vice-Mayor to perform their duties, the council may appoint one of its members to serve as Mayor Pro Tem. The Mayor Pro Tem shall temporarily act in the capacity of an acting Mayor. Any person serving as an acting Mayor under this section shall continue to hold office as a member of the city council.

Policy Considerations: Sacramento City Charter section 45 and the Council Rules of Procedure Chapter 2, Section B-2, require a Vice Mayor to be elected annually from among the members of the Council, other than the Mayor, by a majority vote at the Council's first meeting in January for the calendar year.
