Description/Analysis

Issue Detail: The Mitigation Fee Act (California Government Code section 66000 et. seq., hereafter the Act) and City Code section 18.56.150 mandate an annual report be prepared regarding development impact fees charged by the City and made available to the public. The Mitigation Fee Act Annual Report for the Year Ended June 30, 2020 (attached as Exhibit A) fulfills the annual reporting requirements for the following development impact fee funds:

* 65th Street Fee Fund
* Central City Fee Fund
* Greenbriar Development Agreement Fee Fund
* Jacinto Creek Planning Area Fee Fund
* North Natomas Drainage Fee Fund
* North Natomas Public Facilities Fee Fund
* North Natomas Public Facilities Land Acquisition Fee Fund
* North Natomas Regional Park Land Acquisition Fee Fund
* North Natomas Transit Fee Fund
* Railyards Fee Fund
* River District Fee Fund
* Willowcreek Fee Fund

The report presents the following information as required by the Act and City Code:

* A brief description of the type of fee in the account or fund.
* The amount of the fee.
* The beginning and ending balance of the account or fund.
* The amount of the fees collected, and interest earned.
* An identification of each public improvement on which fees were expended and the amount of the expenditures on each improvement, including the total percentage of the cost of the public imp...
