Description/Analysis

 

Issue Detail: The vacation request, associated with the Del Paso Heights Sports Complex Project (L19190300), is for various road and public utility easements at 3555 & 3549 Norwood that will facilitate the construction of the project. This Sports Complex will be home to local youth sport leagues and a regional attraction for tournaments. The Youth, Parks, and Community Enrichment Department (YPCE) is working with the Public Works Department to process the vacation of easements as well as the lot merger of the five parcels that will constitute the project, per Section 1.1 of the Del Paso Heights Complex at Robertson Park Grant and Construction Agreement.

 

Policy Considerations: The action recommended in this report is consistent with the City of Sacramento 2035 General Plan and in compliance with the California Streets and Highways Code, Sections 8300-8325.

 

Economic Impacts:  None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has reviewed this vacation/abandonment of public road and public utility easements. The Del Paso Heights Sports Complex Project was determined by the City Council to be exempt from CEQA on September 10, 2019. The current action to vacate/abandon a public road and public utility easement has been determined to be exempt from the provisions of the CEQA, pursuant to CEQA Section 15305, Minor Alteration in Land Use Limitation. The project consists of the minor alteration in land use limitations with an average slope of less than 20%, which do not result in any changes in land use or density.

 

Sustainability: Not applicable.

 

Commission/Committee Action: None

 

Rationale for Recommendation: Approval of this vacation request is consistent with the proposed use and its operating characteristics conform to the General Plan including the development of Civil Amenities, enhancement of quality City-owned arts and cultural facilities, youth-gathering places for recreation, and the creation of vibrant public spaces in Sacramento’s neighborhoods and centers. City staff and outside agencies are supportive of the vacation request.

 

Financial Considerations: The estimate cost of the vacation is $3,000. There is sufficient funding in the Del Paso Heights Sports Complex Project (L19190300) to complete the processing of this vacation.
