Description/Analysis

 

Issue Detail: The proposed Wood Park is a 5.6-acre neighborhood park located at 6755 Bodine Circle in South Sacramento.

 

The proposed Wood Park Master Plan Amendment would add a community garden, dog park, fitness stations, mile markers along the existing walkways, group seating areas, ADA accessible group picnic area, new striping to the existing basketball court and water efficient demonstration garden to the original Wood Park Master Plan dated 1982. The dog park will include a large dog park (0.83 acres) and a small dog park (0.25 acres).

 

The remaining components of the Master Plan remain unchanged.  They include a volleyball court, basketball court, playground, soccer field, walkways, group seating areas, and group picnic areas.

 

Policy Considerations: On May 9, 1974, the City Council adopted the “Leslie Wood Park” name, after former City of Sacramento mayor, Leslie Wood, who was mayor from 1952-1953.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to achieve sustainability and livability and to expand economic development throughout the City. The adoption of a master plan is consistent with the park development process set forth in the 2005-2010 Park & Recreation Master Plan.

 

Economic Impacts:  Not Applicable

 

Environmental Considerations: The project is considered exempt under the California Environmental Quality Act (CEQA), Class 3, Section 15303, New Construction or Conversion of Small Structures. The project includes development of the various park features and involves a limited number of new, small facilities and structures and installation of visitor-serving amenities.  No significant effect would occur.  Any cumulative effects have been evaluated in the Master EIR that was certified for the 2035 General Plan.

 

Sustainability: The proposed Master Plan amendment been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan (SMP) and the YPCE Strategic Plan. The proposed park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees and other plantings and improving health of residents through the access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials. The park development will include sustainable design using water efficient irrigation design controlled by the centralized irrigation system, water conserving turf, low water use shrubs and groundcover, and use of native tree plantings.

 

Commission/Committee Action: On December 3, 2020, the Parks Community Enrichment Commission supported the amendment to the Wood Park Master Plan and recommended that the revised master plan be forwarded to City Council for approval.

 

Rationale for Recommendation: Based on a community meeting on May 27, 2020, residents requested for new park amenities to be added to the original Wood Park Master Plan, including a dog park, a community garden, fitness stations and jogging path mile markers. 

 

Public outreach included an online survey for the Wood Park Master Plan Amendment to obtain additional input from the community.

 

The proposed Wood Park Master Plan Amendment was developed based on public’s input and was reviewed by the residents at the Wood Park Master Plan Amendment community meeting on September 21, 2020.

 

Financial Considerations: No financial considerations with this council action to approve masterplan.  Wood Park is an existing, fully developed park with ongoing maintenance costs already accounted for.
