Recommendation
Pass a Motion by two-thirds vote: 1) suspending competitive bidding, in favor or a request for proposal (RFP) process, in the best interest of the City for the purchase of Towing and Roadside Services for Light Duty Vehicles; 2) awarding an initial one-year contract with four one-year renewal options to George Little Investments DBA College Oak Towing in an amount not to exceed $995,000 for the potential five-year term; and 3) authorizing the City Manager or the City Manager's designee to execute the contract and renewal options specified above provided that sufficient funds are available in the budget adopted for the applicable fiscal year.

Description/Analysis

Issue Detail: The Department of Public Works, Fleet Management Division, has an ongoing requirement to purchase towing and roadside services for light duty vehicles in the City's fleet.

Policy Considerations: City Code Chapter 3.56.230.C provides that competitive bidding shall not apply to bids for supplies or nonprofessional services of $250,000 or more when, upon two-thirds vote, the City Council determines that it is in the best interests of the City to suspend competitive bidding.

Economic Impacts: None

Environmental Considerations: No environmental review is necessary because the recommendations in this report involve the purchase of services and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.
