Adopt a Resolution authorizing the City Manager, or the City Manager's designee to: 1) execute Assistance Award/Amendment No. EMW-2018-CA-USR-0008 with the Department of Homeland Security, Federal Emergency Management Agency, for CA-TF7 US&R Team Tropical Storm Barry Deployment; 2) accept federal funding in a total amount not to exceed $30,800 for the CA-TF7 US&R Team Tropical Storm Barry Deployment; 3) establish an operating grant for the CA-TF7 US&R Team Tropical Storm Barry Deployment grant project (G12703900); and 4) establish revenue and expenditure budgets for the CA-TF7 US&R Team Tropical Storm Barry Deployment (G12703900).

Description/Analysis

Issue Detail: On July 16, 2019, a California Task Force Seven (CA-TF7) Blue Incident Support Team (IST) representative were activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA).

As the sponsoring agency for CA-TF7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams, and as a result of this deployment, the City must sign the DHS/FEMA Assistance Award/Amendment contracts (EMW-2018-CA-USR-0008) in the amount of $30,800, to receive reimbursement for costs associated with deployment activities.

Policy Considerations: Acceptance of the federal US&R funding is consistent with City Council action relative to state and federal grant awards.
