Adopt a Resolution authorizing the City Manager, or the City Manager’s designee to: 1) execute Amendments M001, M002 and M003 to Assistance Award/Amendment No. EMW-2018-CA-USR-0008 with the Department of Homeland Security, Federal Emergency Management Agency, for CA-TF7 US&R Team Tropical Storm Dorian Deployment; 2) accept federal funding for the Amendments in a total amount not to exceed $623,200 for the CA-TF7 US&R Team Tropical Storm Dorian Deployment; 3) establish an operating grant for the CA-TF7 US&R Team Tropical Storm Dorian Deployment grant project (G12704000); and 4) establish revenue and expenditure budgets for the CA-TF7 US&R Team Tropical Storm Dorian Deployment (G12704000).

Description/Analysis

 

Issue Detail: On September 3, 2019, a California Task Force Seven (CA-TF7) Red Incident Support Team (IST) representative were activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA); followed by California Task Force Seven (CA-TF7) Type 3 team.

 

As the sponsoring agency for CA-TF7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams, and as a result of this deployment, the City must sign the DHS/FEMA Assistance Award/Amendment contracts (EMW-2018-CA-USR-0008, Amendments M001, M002 and M003) in the amount of $623,200, to receive reimbursement for costs associated with deployment activities.

 

Policy Considerations: Acceptance of the federal US&R funding is consistent with City Council action relative to state and federal grant awards.

 

Economic Impacts:  None.

 

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment or materials which are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

 

Sustainability: There are no sustainability considerations applicable to the acceptance of federal funding reimbursing DHS/FEMA directed activities.

 

Commission/Committee Action: Not Applicable.

 

Rationale for Recommendation: DHS/FEMA Assistance Award/Amendment contract (EMW-2018-CA-USR-0008, Amendments M001, M002 and M003) in the amount of $623,200, must be signed and submitted to DHS/FEMA to receive reimbursement for costs associated with the Tropical Storm Dorian.

 

Financial Considerations: As the sponsoring agency, the City of Sacramento incurs costs related to the activation of the CA-TF7 US&R Team; and DHS/FEMA reimburses expenses directly related to these deployment activities. This amendment allows DHS/FEMA to obligate $623,200 of federal funds (Fund 2702) to cover labor and equipment expenses incurred by the City for activities associated with the Tropical Storm Dorian.  Staff recommends the CA-TF7 US&R Team Tropical Storm Dorian operating grant project (G12704000) be established with revenue and expenditure budgets in the amount $623,200.
