Description/Analysis

Issue Detail: The California Department of Resources Recycling and Recovery (“CalRecycle”) has established the Beverage Container Recycling City/County Payment Program to make payments to qualifying jurisdictions for the implementation of beverage container recycling and litter abatement projects. To receive these funds annually, CalRecycle requires the governing body of the applicant to provide a signed resolution authorizing the local jurisdiction to apply for the payment program and identify the job title of the designee authorized as the signature authority to execute all documents necessary to implement and secure payment.

Policy Considerations: The recommendations in this report are consistent with the City’s General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of solid wastes sent to landfill facilities.

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a project as defined by CEQA Guidelines Section 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guideline Section 15060(c)(3)).

Sustainability: The proper recycling of beverage containers and litter abatement projects will contribute to a safer and cleaner environment.

Commission/Committee Action: None

Rationale for Recommendation: CalRecycle requires the governing body of the applicant to provide a signed resolution authorizing the application. If awarded, the Department of Public Works, Recycling and Solid Waste Division will use these funds to implement new and existing beverage container recycling and litter abatement projects (e.g., truck signs, outdoor advertising, City utility bill inserts).

Financial Considerations: Staff recommends applying for funding from the CalRecycle Beverage Container Recycling City/County Payment Program in an amount not to exceed $200,000. No matching funds are required.

There are no General Funds planned or allocated to this project.
