Description/Analysis

 

Issue Detail:  On October 13, 2020, the City of Sacramento submitted a grant application to the State of California, Department of Water Resources (DWR) for the 3rd round Flood Maintenance Assistance Program (FMAP) FY2020/21 (Resolution No. 2020-0336).  DWR reviewed the City of Sacramento’s package and determined that the City’s Local Maintaining Agency (LMA) is eligible for funding and has awarded the City a not-to-exceed amount of $550,200 for Funding Agreement No. 2021-FMAP-NA5-01.

 

A New Budget act of 2020 was established by the State of California and replaces the Budget Act of 2018.  The Budget Act of 2020 requires a Local Maintaining Agency Authorizing Resolution, which is provided by this administrative action.

 

Policy Considerations: Council Resolution 2020-0123 requires City Council approval to apply for operating grants of more than $250,000.

 

Economic Impacts: NONE

 

Environmental Considerations: The Community Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The fiscal management of the DOU’s CIP is an ongoing administrative fiscal activity and is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3).

 

Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to improve flood protection.  The proposed project also conforms to the Sacramento County Local Hazard Mitigation Plan (LHMP) goals.  These projects help to minimize the City’s vulnerability to the impact of natural hazards, improve public awareness, improve the flood control capabilities of the community, and assure conformance to Federal and State Hazard Mitigation Initiatives.

Background: The FMAP is a program that started in 2018 and provides state funds to Local Maintaining Agencies (LMAs) for eligible maintenance activities to help obtain acceptable maintenance levels of the State Plan of Flood Control facilities (levees, channel, and structures).  This is the 3rd round of funding to LMAs.  As an LMA, the Department of Utilities Wastewater and Drainage Division Levee Maintenance Section is responsible for the maintenance and inspection of 3.66 miles of levee on the Sacramento River and 19 miles of levees in the South Sacramento Streams Group (Morrison Creek).
