Pass a Motion by two-thirds vote: 1) suspending competitive bidding in the best interests of the City; and 2) executing an agreement with the Los Rios Community College District for tuition fees from July 1, 2020 to June 30, 2021, with four optional one-year extensions, for a total not to exceed amount of $1,100,000.

Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) requests approval to suspend competitive bidding and enter into an agreement with the Los Rios Community College District (LRCCD) for tuition fees incurred by SPD’s academy and in-service training program, which includes ongoing professional training for SPD employees and defensive driving training for other City employees.

 

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code: 1) Section 3.56.090, requiring City Council approval for agreements equal to or greater than $250,000; 2) Section 3.56.230(C), allowing the City Council to suspend competitive bidding of agreements over $1,000,000 by two-thirds vote; and 3) Section 4.04.020(B),which mandates that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least (10) days prior to council action. This contract was published for 10-day review on December 31, 2020 as required.

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

Rationale for Recommendation: The SPD’s academy and in-service training courses are accredited by the LRCCD. The LRCCD is the singular regional provider of this service and is the largest community college district in the Sacramento area including the following campuses: American River College, Cosumnes River College, Folsom Lake College, and Sacramento City College.

 

The courses offered through the American River College campus are specifically designed to fit the Public Safety curriculum for SPD. These courses are typically taken by sworn and non-sworn staff at SPD as well as outside City staff who enroll in training courses. Courses that are required for the completion of the police academy are in compliance with the State of California Commission on Peace Officers’ Standards and Training (POST). Some of the topics covered in  the courses offered  include, but are not limited to: leadership, professionalism, & ethics, policing in the community, introduction to criminal law, laws of arrest, search and seizure, presentation of evidence, juvenile law & procedure, investigative report writing, vehicle operations, domestic violence, traffic collision investigations, defensive tactics, firearms/chemical agents, hazardous materials awareness, and cultural diversity/discrimination.

 

Continuing an educational partnership with the Los Rios Community College District will allow students and professional staff to continue to receive the best training needed to protect the community they serve.

 

Financial Considerations:   The expenses associated with this agreement are funded by an externally funded program (E11006500 Los Rios Vocational Training) and do not require additional General Fund resources.
