Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) apply for and accept a grant award of $2,894,500 in Urban Area Security Initiative (UASI) grant funding from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), through the California Office of Emergency Services (CalOES); 2) establish the FY2020 Urban Area Security Initiative (UASI) Operating Grant Project (G11016920); 3) adjust the revenue and expenditure budgets in G11016920 in the amount of $2,894,500; and 4) maintain four Full-Time Equivalent (FTE) positions: 1.0 FTE Police Lieutenant, 1.0 FTE Fire Captain, 1.0 FTE Program Manager, and 1.0 FTE Program Analyst, previously authorized by Resolution 2013-0308, and maintained by Resolutions 2014-0416, 2016-0363, 2017-0461, 2018-0434, 2020-0002 and 2020-0067.

Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) requests authorization to apply for and accept $2,894,500 in Federal Fiscal Year 2020 (FFY 2020) Urban Area Security Initiative (UASI) grant funding from the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), through the California Office of Emergency Services (CalOES). The funding will be used to continue implementing the goals and objectives of the Sacramento Regional Homeland Security Program. The term of performance begins September 1, 2020 and ends May 31, 2023. Under the terms of the FFY 2020 award, expenses related to the grant's activities may be charged retroactively to the grant effective September 1, 2020.
