Pass a Motion: 1) approving the Plans and Specifications for the Meister Tract Streetlighting Replacement Project; 2) awarding the construction contract for the Meister Tract Streetlighting Replacement Project to Crosspoint General Engineering for an amount not to exceed $382,390; and 3) authorizing the City Manager or the City Manager’s designee to execute the construction contract for the Meister Tract Streetlighting Replacement Project.

Description/Analysis

 

Issue Detail: The Meister Tract neighborhood was identified as a location in need of infrastructure repair due to extensive emergency repairs and service requests received by City maintenance staff for the existing streetlight system. 

 

On December 18, 2020, the street lighting construction contract was advertised for the Meister Tract Streetlighting Replacement Project. On January 6, 2021, five bids were received for the project.

 

One of the bids received for the street lighting construction contract was found to be non-responsive as it did not meet the bid submittal requirements. Crosspoint General Engineering is the lowest responsive and responsible bidder. City Council approval is necessary to move forward with awarding the construction contract.

 

Policy Considerations: The action requested herein is consistent with City Code Title 3.56 and the City’s General Plan goals to improve and diversify the transportation system, enhance and preserve neighborhoods, and improve safety.

 

Economic Impacts:  Not applicable.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The project is categorically exempt from CEQA under Section 15301 of the CEQA guidelines, as it reflects existing facilities which include interior or exterior alterations of electrical conveyances and restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.

 

Sustainability: General Plan Policy U1.1.3, Sustainable Facilities and Services, directs the City to provide sustainable utility services and infrastructure in a cost-efficient manner. The project will upgrade the streetlight infrastructure which reduces energy and equipment costs and hence reduces the impact on the environment.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: The project was advertised, and bids were received on January 6, 2021. The bids are summarized below:

The Engineer’s Estimate was $420,000. Saint Francis Electric was found to be non-responsive for failing to meet the 5% LBE participation requirement.  It is recommended that the construction contract be awarded to the low responsible and responsive bidder, Crosspoint General Engineering.

 

Financial Considerations: The estimated total cost to complete the Meister Tract Streetlighting Replacement Project is approximately $850,000. There is sufficient funding within the Neighborhood Street Light Replacement Program (T15103200) to award the construction contract to Crosspoint General Engineering for an amount not to exceed $382,390 and cover the remaining construction management for the Meister Tract Streetlighting Replacement Project and all other program related costs.

 

There are no General Funds planned or allocated for this project.

 

Local Business Enterprise (LBE): Crosspoint General Engineering is not an LBE, but has partnered with an LBE, A&A Concrete Supply, for the contract to meet minimum LBE participation requirements.  A&A Concrete Supply will supply concrete for the project.
