Adopt a Resolution: 1) authorizing the City Manager or the City Manager’s designee to increase the revenue and expenditure budgets in the Fruitridge Road Complete Street Project (T15036300) by $400,000 (Federal Capital Grants, Fund 3703); and 2) authorizing the City Manager or the City Manager’s designee to transfer $100,000 (Major Street Construction, Fund 2007) from the expenditure budget in the State and Federal Grant Match Program (T15007200) to the expenditure budget in the Fruitridge Road Complete Street Project (T15036300).

Description/Analysis

 

Issue Detail: The Fruitridge Road Complete Street Project will improve safety and connectivity for bicyclists and pedestrians, as well as provide a rehabilitated pavement surface for drivers, on Fruitridge Road between 65th Street Expressway and Power Inn Road. It will also improve accessibility by providing ADA-compliant curb ramps and sidewalk.

 

The City was awarded federal funding for the design and construction of the project. Due to the existing conditions on Fruitridge Road, additional analysis of different options, including a road diet, is needed to determine the improvements to be constructed along this segment of Fruitridge Road.

 

The budgetary adjustments are necessary to complete work on the environmental documentation and final design of the Fruitridge Road Complete Street Project. Local funds for match and non-participating expenses will be transferred from the State and Federal Grant Match Program.

 

Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:

 

M1.2.1 - Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

 

These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.

 

The actions requested are also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

 

Economic Impacts: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The appropriation and transfer of funds are not subject to the provisions of the CEQA. Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment, thus are not subject to CEQA. Appropriate CEQA and National Environmental Policy Act (NEPA) review will take place as part of project development.

 

Sustainability: The recommended action supports City Council’s sustainability priorities. The transportation sector accounts for 48% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced pedestrian and bicycle connections.

Rationale for Recommendation: These budgetary adjustments are necessary to complete the environmental documentation and final design of the Fruitridge Road Complete Street Project.

 

Financial Considerations: The estimated total cost to complete the environmental documentation and final design for the Fruitridge Road Complete Street Project (T15036300) is approximately $1.4 million. With the approval of $400,000 (Federal Capital Grant, Fund 3703) and the transfer of $100,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program (T15007200) to the Fruitridge Road Complete Street Project (T15036300), there will be sufficient funding to complete the design phase.

 

There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer to the Fruitridge Road Complete Street Project (T15036300).
