Description/Analysis
Issue Detail: Florin Road between 24th Street and Munson Way was identified in the Vision Zero Action Plan as one of the City’s top five high injury corridors. Between 2009 and 2017, 16 crashes within the project’s limits resulted in a fatality or severe injury, eight of which involved a person walking or biking. The corridor has a pavement condition index of 43 out of 100 (43 is considered poor condition) and needs resurfacing. This presents the City an opportunity to evaluate the functionality of the corridor and make cost-effective safety improvements while also completing much needed pavement rehabilitation.
A review of collision data in the Vision Zero Top 5 Corridors Plan reveals that nearly half of all crashes cited unsafe speed as the primary collision factor. Three-fourths of vehicles who crashed were proceeding straight or stopped at the time of the crash, with nearly half of the incidents being rear end collisions. Of the pedestrians who were hit, half were crossing the street in a marked crosswalk at the time. Nearly 40 percent of bike crashes involved a driver making a right-turn, and more than half of the bicycle collisions were broadside collisions.
The Florin Road Vision Zero Safety Project will provide a pavement overlay for the corridor to bring the pavement conditions to a state of good repair. The project will also include continuous bike lane coverage, sidewalk improvements, additional visible marked crossings, upgrading existing unsignalized crossings to controlled crossings, modifying signals to provide protected left turns, and installing advanced dilemma zone detection at intersections. The intent of these improvements is to address the collision history of the corridor by slowing down automobile traffic, modernizing signal equipment, and improving bicycle and pedestrian facilities.
The establishment of a Capital Improvement Project for the Florin Road Vision Zero Safety Project will allow staff to begin preliminary engineering for the project.
Policy Considerations: The Florin Road Vision Zero Safety Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The projects will help manage safe operating conditions on Florin Road (General Plan M 1.1.2), improve pedestrian safety at intersections and crossings (General Plan M2.1.7), and ensure traffic signal operations that considers the safe and efficient travel for all modes (General Plan M 4.4.4).
The action is also consistent with the adopted Vision Zero goal to work collaboratively in a data-driven effort to eliminate traffic fatalities and serious injuries by 2027, including to develop designs and secure grant funding for first Top 5 priority corridors, with a focus on roadway designs for reduced speeds (2.2).

Environmental Considerations:
California Environmental Quality Act (CEQA): The establishment of Capital Improvement Projects and transferring of funds is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment. This action will have no effect on the environment and is therefore exempt from CEQA. Appropriate CEQA and National Environmental Policy Act (NEPA) review (if necessary) will take place as part of project development.
Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings. The project will reduce dependence on the private automobile, decrease the use of fossil fuels, and encourage active modes of transportation.

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and transfer the necessary funds to deliver the Preliminary Engineering phase of work for the Florin Road Vision Zero Safety Project.
Financial Considerations: The estimated cost to complete Preliminary Engineering (PE) for the Florin Road Vision Zero Safety Project (T15215800) is $893,000. With the approval of a transfer of $893,000 (Road Maintenance and Rehabilitation Account, Fund 2036) from the expenditure budget of the Transportation Corridor Program (R15210000) to the expenditure budget of the Florin Road Vision Zero Safety Project (T15215800), there will be sufficient funding to complete the PE phase.
