Description/Analysis

 

Issue Detail: The Housing Element is part of the City’s General Plan and sets forth the policies and programs to address the housing needs of all households in Sacramento. It serves as the City’s eight-year housing strategy and plans for the housing needs of all economic segments of the community through a comprehensive analysis of need, constraints, and resources as well as policies and programs to address those needs. City staff began the process of updating the Housing Element for the period 2021-2029 in April 2020 and released a Draft Housing Element for public review between January 25 and March 1 of 2021.

 

Staff is presenting a full draft plan for City Council consideration prior to review by the California Department of Housing and Community Development (HCD). City Council input will be incorporated into the Final Draft Housing Element that is submitted for review by the California Department of Housing and Community Development in April of 2021. The 2021-2029 Housing Element will return to the Council for final adoption in July of 2021 in alignment with the state mandated adoption deadline. The official adoption deadline is May 15, 2021; however, the City may adopt the Housing Element within 120 days of May 15 (September 12, 2021) without being required to update the housing element every 4 years instead of 8 years.

 

Staff’s presentation will include an overview of the sites inventory to accommodate the City’s Regional Housing Needs Allocation, an overview of the draft goals, policies and programs, key themes of the Citywide outreach conducted from January 25 - March 1, 2021, and staff’s recommended changes to the Draft Housing Element in response to comments received.

A summary of the Citywide self-guided virtual workshop conducted from January 25-March 1 can be found in Attachment 2. A summary of changes to the Draft 2021-2029 Housing Element in response to comments received during Citywide outreach can be found in Attachment 4.

 

Policy Considerations: The Housing Element sets forth the City’s goals and policies to address current and future housing needs. State law requires that the Housing Element be updated every 8 years to ensure that the City has sufficient sites, policies, and programs to address that need.

 

Economic Impacts: Access to affordable housing improves community members’ ability to improve their economic status and reduces poverty and homelessness. A strong and affordable housing environment is critical to the economic well-being and growth of Sacramento and its residents.

 

Environmental Considerations: This is not a project as defined by the California Environmental Quality Act (CEQA) [CEQA Section 21065 and CEQA Guidelines Section 15378 (b)(4)]. Adoption of the Housing Element will be subject to CEQA approval, which will commence upon Council approval to submit the Draft Housing Element to HCD for review and comment. Environmental review will be completed on the draft housing element prior to adoption by the City Council.

 

Sustainability: A sustainable community includes housing for current and future households of all income levels. The City’s Housing Element establishes goals, policies, and programs to encourage housing opportunities for all residents.

 

Increasing housing production and affordability will assist in creating a sustainable Sacramento and provide a platform for sustainable economic growth. Increasing growth in infill areas of the City near public transportation hubs will reduce dependence on the use of private automobiles, reduce vehicle miles traveled (VMT) per household, reduce the use of fossil fuels, improve energy efficiency, reduce carbon dioxide emissions, and help meet air quality standards.

 

Commission/Committee Action: On March 11, 2021, the Planning and Design Commission recommended that City Council adopt a Resolution to authorize staff to submit the Draft 2021-2029 Housing Element to the California Department of Housing and Community Development for review and comment.

 

Rationale for Recommendation: The City’s Housing Element is an important and State-mandated long-range planning document that serves as the City’s overall housing strategy for the next eight years. City Council authorization is sought to submit the Draft plan for review by the Department of Housing and Community Development to ensure the plan meets State requirements, includes effective strategies for meeting the housing needs of Sacramento, and is adopted consistent with the state mandated adoption deadline.
