Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 1 to City Agreement 2017-0374 with EKC Enterprises, Inc. (EKC) for telecommunications cabling, wiring, and audio/video upgrade services for an amount not-to-exceed $250,000, increasing the total not-to-exceed amount to $1,150,000.

Description/Analysis

 

Issue Detail:  In 2017, an Invitation for Bid (IFB) (B17071011003) process was utilized to solicit telecommunications cabling services that resulted in a contract (City Agreement 2017-0425) being awarded to EKC to support telecommunications cabling projects citywide. Due to the additional telecommunications service requests by City departments, the Information Technology Department is requesting to increase the annual spending amount with EKC by $250,000 under the proposed supplemental agreement to complete the remaining telecommunications projects for FY-2020/21.

 

The additional technical services needed from EKC will support critical telecommunications projects for several departments including Police, Fire, Public Works, and Youth, Parks and Community Enrichment (YPCE) Departments. These projects and system upgrades will include replacing the aging AV systems in Historic Hearing Room and other conference rooms in City Hall, and upgrading telecommunications equipment at Pannell Community Center and North Natomos Aquatics Center.    

 

Policy Considerations:  The recommendations in this report are consistent with the provisions of Sacramento City Code chapter 3.56, Purchasing of Supplies and Services.

 

Economic Impacts:   Not applicable.

 

Environmental Considerations: Contracting for telecommunications support equipment and services is an administrative activity that will not result in direct or indirect physical changes in the environment and is not a project subject to California Environmental Quality Act (“CEQA”) review. CEQA Guidelines section 15378 (b)(5).

 

Sustainability: Not applicable.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation:  These additional upgrades will allow the conference rooms and audio video systems to operate with the highest level of reliability. By upgrading, it will allow staff to conduct online meetings using various technological mediums such as laptops, mobile phones, and tablets.   

 

Financial Considerations:  No additional funding is needed.  The City entered into an Interagency Award Agreement (C2020-3513) with the Sacramento Metropolitan Cable Television Commission (SCMTC) to receive PEG funding and reimbursement for the upgrade of its Hearing Room and Council Chambers, and $125,000 of PEG funding has been allocated to this upgrade.  The remaining amount of $125,000 will be funded by departmental operating and CIP budgets from those departments requesting these services.
