Pass a Resolution authorizing the City Manager or City Manager's designee to: 1) increase the revenue and expenditure budgets in the Energy Reinvestment Program (C13001900) by appropriating $198,218 in State Funds (Fund 3704) for the Sacramento Electric Vehicle Implementation Blueprint Project; and 2) execute a Professional Services Agreement in the not-to-exceed amount of $198,218 with Frontier Energy.

Description/Analysis

Issue Detail: The City was awarded grant funds from the California Energy Commission (CEC) Electric Vehicle (EV) Ready Communities Challenge program to develop the Sacramento EV Implementation Blueprint. Consultant services are needed to complete this project. City Council approval is required to appropriate funds and execute the recommended agreement in an amount not to exceed $198,218. A detailed scope of work is included in the Agreement.

Policy Considerations: The action requested complies with City Code 3.64, requiring City Council to authorize execution of agreements over $100,000.

The project implements City Council's adopted goals in the EV Strategy (Motion No. 2017-0374), which calls for accelerating zero-emission vehicle (ZEV) use and adoption, increasing the visibility and awareness of ZEVs, and achieving equitable access to ZEV technologies.
