Recommendation
Adopt a Resolution: 1) authorizing the City Manager or City Manager's designee to: a) execute Change Order No. 3 to City Agreement No. 2018-0644 with Sierra National Construction Inc. in an amount not to exceed $277,733, for a new total not-to-exceed amount of $2,891,259; b) increase the expense budget in the Folsom Boulevard Complete Streets Rehabilitation Project (T15135100) by $315,000 (Fund 2032) with a transfer from available fund balance; and c) increase the expense budget in the Folsom Boulevard Complete Streets Rehabilitation Project (T15135100) by $67,000 (Fund 6006) with a transfer from the Wastewater Collector Pipe Replacement Program (X14130600); and 2) resetting the City Manager's authority to issue Change Orders for City Agreement No. 2018-0644.

Description/Analysis

Issue Detail: The Folsom Boulevard Complete Streets Rehabilitation Project includes rehabilitation of the pavement, installation of continuous sidewalk and bike lanes on both sides of Folsom Boulevard, on-street parking where feasible, and installation of new drainage/sewer improvements and street lighting. These improvements will enhance safety on Folsom Boulevard for all modes of travel and facilitate future development activity along the corridor.

The project is funded with federal grant funds, local funds, and contributions from adjacent developers.
