Pass a Motion: 1) authorizing the City Manager or the City Manager's designee to execute Supplemental Agreement No. 5 to City Agreement No. 2016-0924 with Kleinfelder, Inc. for groundwater analysis for City landfills, in an amount not to exceed $382,277, for a revised total not-to-exceed amount of $865,968 and extend the agreement to October 31, 2021; and 2) resetting the City Manager's authority to issue supplemental agreements for City Agreement No. 2016-0924.

Description/Analysis

Issue Detail: Kleinfelder, Inc. provides professional engineering support services to the City for compliance with State regulatory requirements for the 28th Street and Dellar closed landfills. While the City still does extensive work with SCS Engineers on landfill gas related projects and improvements, the Department of Public Works Recycling and Solid Waste Division has been using Kleinfelder for the past two years for all groundwater reporting requirements, and to help address the Cleanup and Abatement Order (CAO) for the 28th Street Landfill, issued to the City by the Central Valley Regional Water Quality Control Board ("State Water Board"). City staff is pleased to report extensive progress on addressing the matters in the CAO and this Amendment will help the City continue progress on addressing the CAO and meeting the latest State Water Board requirements outlined in this Council item and attachments.
