Recommendation
Adopt a Resolution: 1) authorizing the City Manager or City Manager's designee to submit a grant application for up to $400,000 annually for FY 2020-2023 to the Sacramento Employment and Training Agency (SETA) and the Sacramento Works Youth Committee on behalf of Sacramento Works, Inc. to fund the Youth Employment and Training Program under the Workforce Innovation and Opportunity Act; and 2) authorizing the City Manager or City Manager's designee to execute all agreements necessary to accept grant funds, and establish a grant project and related revenue and expenditure budgets for the grant funds, contingent upon receipt of grant award.

Description/Analysis

Issue Detail: The Department of Youth, Parks, & Community Enrichment (Department) is seeking approval to apply for the Workforce Innovation and Opportunity Act (WIOA) grant with the Sacramento Employment and Training Agency (SETA) for FY 2020 - FY2023. The amount of the grant annually is up to $400,000. The grant will allow continuation of the Department's Youth Employment and Training Program.

Policy Considerations: Per Resolution No. 2018-0235, , City Council approval is required because the grant amount exceeds $100,000.

Economic Impacts: None

Environmental Considerations: This report concerns administrative activities that do not constitute a "project" as defined in Section 15378(b)(2) of the CEQA Guidelines (Title 14 Cal. Code Reg. ? 15000 et seq.).
