Description/Analysis

Issue Detail: Parking on sections of 13th Street, 14th Street, 15th Street, and C Street in the Alkali and Mansion Flats neighborhood (see Exhibit A) is currently unregulated, so those areas are often occupied by vehicles for long periods of time, making it difficult for customers of neighboring businesses, as well as residents and their guests, to find convenient parking. The Alkali Flats and Mansion Flats Historic Neighborhood Association approves the City's plan to implement uniform parking restrictions as a solution to provide convenient parking for the neighborhood and local businesses (see Exhibit B).

Policy Considerations: The recommendations in this report are in accordance with: 1) City Code Section 10.36.100, which prohibits parking in a business district or on street designated by resolutions during the days and hours indicated on such signs for a period of time longer than specified on such signs; and 2) the Central City Parking Master Plan goal to make parking safe, secure, attractive and convenient.

Economic Impacts: None.

Environmental Considerations: The current proposal involves restrictions to parking. The proposal is not a "project" in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The implementation of these parking re...
