Pass a Motion authorizing the City Manager, or City Manager's designee, to execute an agreement with the County of Sacramento for Hazardous Response Team Mutual Aid for three fiscal years (2019-2021) with two possible fiscal year extensions (2022-2023).

Description/Analysis

Issue Detail: The County of Sacramento has contracted with the City of Sacramento Fire Department for emergency hazardous materials response since 1982. The County of Sacramento has a continual need from the City of Sacramento to provide emergency hazardous materials response in the County of Sacramento. The County of Sacramento Environmental Management Department (EMD), administers the agreement and payments for services submitted by the Fire Department. County of Sacramento EMD bills the cities of Elk Grove, Galt, Citrus Heights, Rancho Cordova, and Folsom, the County Department of Transportation (DOT), the County of Department of Water Resources (DWR), the Sacramento Area Sewer District (SASD), and the Sacramento Regional County Sanitation District (SRCSD).

The agreement is retroactive back to July 1, 2018 and covers an initial three-year period with two possible contract extension. The agreement was delayed due to Countywide contract negotiation.

Policy Considerations: This recommendation is consistent with the City Council's interest to establish and strengthen community and regional partnerships to enhance the quality of life.
