Issue Detail: In the process of delivering federally-funded transportation projects, the City of Sacramento is required to follow federal procedures for acquisition of right-of-way when such acquisition is needed for projects. The right-of-way certification documents provide assurance that federal procedures have been followed in the acquisition process.
The City Council last acted in 2001 on authorizing Department of Public Works staff to sign federal right-of-way certifications for projects funded with federal transportation funds (Resolution No. 2001-0527). Since 2001, City staff, job titles, and responsibilities have changed, and staff recommends updating signature authority that designates the Director of Public Works and the Engineering Manager as the City Council approved signatories for federal right-of-way certifications.
