Recommendation
Adopt a Resolution authorizing the City Manager or the City Manager's designee to: 1) submit an application for the California Department of Resources Recycling and Recovery (CalRecycle) Oil Payment Program (OPP10) in an amount not to exceed $200,000; 2) execute all documents necessary to implement and secure such payment, if awarded; and 3) establish the Used Oil Payment Program (OPP10) Grant Project (G15003000), and related revenue and expenditure budgets in an amount not to exceed $200,000, if awarded.

Description/Analysis

Issue Detail: The California Department of Resources Recycling and Recovery (CalRecycle) has established the Oil Payment Program to make payments to qualifying jurisdictions for the implementation of used oil and filter recycling programs. To receive these funds, CalRecycle requires the governing body of the applicant to adopt a resolution authorizing the local jurisdiction to apply for the payment program and identify the job title or his/her designee authorized as the signature authority to execute all documents necessary to implement and secure payment.

Policy Considerations: The recommendations in this report are consistent with the City's General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of solid wastes sent to landfill facilities.
