Recommendation
Adopt a Resolution authorizing the City Manager or the City Manager's designee to execute a Maintenance Agreement between the City of Sacramento and the County of Sacramento for the maintenance of transportation facilities along shared boundaries.

Description/Analysis

Issue Detail: The City and County share boundary lines and have ownership of various transportation facilities along those boundaries including bridges, roads, landscape areas, streetlights, signs, striping, markings, and traffic signals. Both agencies agree that a maintenance agreement is necessary to outline responsibilities for maintaining the joint transportation facilities. The proposed maintenance agreement assigns maintenance responsibility of assets in a fair and equitable manner. The assigned agency will perform normal routine maintenance on specific facilities as described in the agreement. A separate agreement will be required for work performed outside the scope of maintenance and operation of this agreement.

Policy Considerations: The action requested herein is consistent with how the City of Sacramento has administered maintenance of shared transportation facilities with other local agencies.

California Environmental Quality Act (CEQA): Approving an agreement is not considered a project as defined by Section 15378(a) of the California Environmental Quality Act guidelines.
