Recommendation
Adopt a Resolution [MF1]authorizing the City Manager or the City Manager's designee to: 1) increase the revenue and expenditure budgets in the Plan Area 4 Art in Public Places Project (L19920400) by $40,000 (CIP Reimbursable Fund, Fund 3702); and 2) execute an agreement with Zachary Coffin Studio Inc. in an amount not to exceed $110,000 for the design, fabrication, and installation of artwork for the Pannell Community Center Kinetic Art Project.

Description/Analysis

Issue Detail: Mr. Coffin will work with community center and neighborhood stakeholders to hear about their interests and discuss audience for the artwork[MF4]. The community has identified three main goals for the eventual sculpture design: monumental, representative, and inviting. Mr. Coffin will use these goals and his stakeholder interactions to develop his design concept. Mr. Coffin will likely design a single piece that will be experienced by both vehicular traffic off Meadowview Road and pedestrian interactions from outside the Pannell Community Center.

Policy Considerations: [MF5]The Sacramento Metropolitan Arts Commission (SMAC) is charged with providing for the nature, selection, and placement of artworks, subject to the City's approval of the artwork purchase contracts. Pursuant to Sacramento City Code section 3.04.020 any agreement for the purchase, design, or fabrication of artwork that is more than $100,000 requires City Council approval.
