Recommendation
Adopt a Resolution authorizing the City Manager or City Manager's designee to: 1) apply for the FY2019 Hazard Mitigation Grant Program (HMGP) in the amount of $1,046,250 to be used for a total project not-to-exceed amount of $1,395,000 that includes a City match of $348,750; and if awarded, 2) execute all agreements and documents of compliance related to the grant on behalf of the City; 3) establish related revenue and expenditures budgets in an amount not to exceed $1,046,250 (Fund 6211), and 4) approve related budget transfers in the Drainage Improvement Program (W14150700) to reflect the grant match of up to $348,750.

Issue Detail: The City's Department of Utilities (DOU) is seeking approval to apply for the FY2019 Hazard Mitigation Grant Program (HMGP) DR-404 in the amount of $1,046,250 for a project total not-to-exceed amount of $1,395,000, including a City match of $348,750. The HMGP is administered by the Federal Emergency Management Agency (FEMA) and requires a 25% local match of the total project costs with non-federal funding.
If the grant is awarded, the funds will be used for the installation of a 250KW generator, and associated electrical power redundancies for all critical areas of the North Area Corporation Yard (NACY) [DF4][PB5]including the main office building which serves as an alternate Department Operations Center[DF6] (DOC), the fleet maintenance shop, fuel island, dock area, and faci...
