Pass a Motion: 1) awarding five professional services agreements for on-call Environmental Documentation and Technical Studies for three years, each having a total amount not to exceed $400,000; and 2) authorizing the City Manager or the City Manager's designee to execute three-year professional services agreements for on-call Environmental Documentation and Technical Studies with: a) AECOM Technical Services, Inc.; b) Ascent Environmental, Inc.; c) Dokken Engineering, Inc.; d) GPA Consulting; and e) NCE, for a not to exceed amount of $400,000 per agreement.

Description/Analysis
Issue Detail: Preparation of necessary environmental documentation for capital improvement projects is required to comply with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Typically, staff in the Department of Public Works Engineering Services Division uses consultants for this activity in order to satisfy the multiple areas of technical expertise needed. Due to the number of federally-funded grant projects that will require environmental clearance, in October 2018, a solicitation for on-call Environmental Documentation and Technical Studies was advertised to competitively select consulting firms to prepare environmental documents for public works projects.
