Issue Detail: Downtown Sacramento Partnership ("DSP") has been providing management services for the Old Sacramento Historic District since 2015 through City Agreement No. 2015-1888, with an initial not to exceed contract amount of $1,050,000. In 2017, the City approved Supplemental Agreement No. 1 which increased funding by $70,000 to provide additional financial support for the Gold Rush Days event (now Waterfront Days) for a revised not to exceed contract amount of $1,120,000.
Supplemental Agreement No. 2 will increase funding by $125,000 for the final year of the contract through June 30, 2020 for a not to exceed amount of $1,245,000, to support additional events throughout the year and for general marketing and beautification in the Old Sacramento Historic District.
Policy Considerations: City Code section 3.56.290 requires Council approval for change orders that exceed 8% of the original agreement amount when the amount is between $1 million and $10 million. The sum of Supplemental Agreement No. 1 and the proposed Supplemental Agreement No. 2 ($195,000) exceed the 8% threshold of $84,000 for this Agreement.
