Pass a Motion authorizing the City Manager, or the City Manager's designee, to execute agreements with: 1) Harris Blade Rentals in the amount of $160,634; 2) Holt of California in the amount of $147,092; and 3) I-5 Rentals in the amount of $60,255 for short-term rental of heavy equipment required for the Lower American River Salmonid Spawning Gravel Augmentation Project, being administered by the City-County Office of Metropolitan Water Planning (CCOMWP, also known as the Water Forum)

Description/Analysis

Issue Detail: The CCOMWP has partnered with the U.S. Fish and Wildlife (USFWS) and U.S. Bureau of Reclamation (Reclamation) on the Lower American River Salmonid Spawning Gravel Augmentation Project (G14140200) (Project) since 2006. The purpose of the Project is to increase the availability of spawning gravel and rearing habitat for the fall-run Chinook salmon and steelhead trout in the lower American River. Staff recommends approval of three agreements for rental of equipment required for the Project.

Policy Considerations: This Project will aid fish habitat restoration efforts for the lower American River, consistent with goals of the Water Forum Agreement. Pursuant to the Interagency Agreement that created the CCOMWP, the City's procedures are followed for CCOMWP contracting activities.
