Recommendation
Pass a Motion authorizing the City Manager or the City Manager's designee to: 1) approve the Fiscal Year (FY) 2019/20 Northern California Regional Public Safety Training Authority (NCRPSTA) budget; 2) suspend competitive bidding in the best interests of the City; and 3) execute an agreement with the NCRPSTA through June 30, 2020 with four optional one-year extensions, for a total not-to-exceed amount of $1,153,635.

Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) must renew its membership with the Northern California Regional Public Safety Training Authority (NCRPSTA), a joint powers authority established via City Agreement 2001-137. As outlined in the agreement, the City must pay lease fees to offset its share of the NCRPSTA's operating expenses.

The Sacramento Fire Department, Los Rios Community College District, and SPD currently form the NCRPSTA. Since 2001, the NCRPSTA has been an ideal location for law enforcement trainings as the premises provides office space for all staff, classrooms for students, and dedicated space for a Shooting Range Complex, Live Fire Shoot House, Chemical Agents House, and a Tactical Village for scenario/tactics-based training. In addition, the NCRPSTA allows the use of shared spaces including the track and obstacle course, other classrooms, weight room, mat rooms, a grinder that is used for a multitude of trainings, and a K-9 training facility.
