Adopt a Resolution: 1) authorizing the City Manager or the City Manager's designee to transfer $250,000 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Program (T15007200) to the expenditure budget of the Bell Avenue Complete Streets Rehabilitation Project (T15145600); 2) awarding a Professional Services Agreement to Bennett Engineering Services, Inc. for an amount not to exceed $351,099 for design delivery of the project; 3) authorizing the City Manager or the City Manager's designee to execute the Professional Services Agreement with Bennett Engineering Services, Inc.; and 4) approving the Categorical Exemption for the Bell Avenue Complete Streets Rehabilitation Project (T15145600).

Description/Analysis

Issue Detail: The City was awarded federal funds to rehabilitate the corridor and improve the pedestrian and bicycle connectivity along Bell Avenue. The Bell Avenue Complete Streets Rehabilitation Project includes pavement rehabilitation, streetlighting, pedestrian, and bicycle improvements.

City staff recommends approval of the budget adjustment and award of the Professional Services Agreement to Bennett Engineering Services, Inc. to support the design delivery of the project.
