Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) requests authorization to execute a grant agreement to pass through federal grant funds awarded to the City to the Sacramento County Sheriff's Department for Regional Threat Assessment Center (RTAC) services. This grant is a subaward of the 2017 Urban Area Security Initiative (UASI) grant (G11016900) and is subject to federal grant administrative requirements contained in Title 2, Part 200 of the Code of Federal Regulations (2 CFR 200).

Policy Considerations: The recommendation contained in this report is consistent with Sacramento City Code 3.04.020, which states City Council approval is required to award a contract of $100,000 or more. This action funded with federal grant dollars and is subject to the contents of Title 2, Part 200 of the Code of Federal Regulations (2 CFR 200). Per 2 CFR 200.330, this action is considered a "subaward" and not a "procurement" and therefore is not subject to competitive bidding requirements nor the requirements contained in Sacramento City Code Chapters 3.56 (Purchasing of Supplies and Services), 3.60 (Contracts for Public Projects), or 3.64 (Contracts for Professional Services).
