Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) accept a $120,000 SAVE grant award from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW); 2) establish an operating grant project (G11012419) for the FY 2019/20 SAVE grant; 3) adjust grant revenue and expense budgets for the award amount of $120,000 in the FY2019/20 SAVE grant project; 4) transfer $12,000 (General Fund, Fund 1001) from the Sacramento Police Department (SPD) operating to G11012419 for the required grant match; and 5) enter into an agreement with Sean Alexander Marine Services for an amount not to exceed $120,000 over a one-year term, which may be extended by supplemental agreement up to four additional years, for an amount not to exceed $600,000 over the total five-year term.

Issue Detail: The Division of Boating and Waterways (DBW) of the California State Parks Department has awarded the Sacramento Police Department (SPD) a grant award of $120,000 for the Fiscal Year (FY) 2019/20 Surrendered and Abandoned Vessel Exchange (SAVE) program. This grant program is designed to remove, reduce and prevent abandoned recreational vessels and marine debris. It aids in keeping the Sacramento waterways clean and free of hazardous waste.
