Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) requests authorization to execute an agreement with ProForce Law Enforcement to exchange SPD's surplus inventory of Sig Sauer handguns for Glock handguns. The SPD has issued Sig Sauer P Series handguns as primary duty weapons since the mid-1980s. In December 2014, the SPD also authorized the use of Glocks as an optional duty weapon. In 2018, the Glock M17 handgun became the primary duty weapon issued to academy recruits/graduates. This transition has created a surplus of Sig Sauer handguns at the SPD's Property Section.

Policy Considerations:
The recommendation contained in this report is consistent with City Administrative Policy 4001 (Procurement of Supplies), which permits the use of alternative procurement methods when such action is in the best interests of the City. Staff considered the provisions of Sacramento City Code Chapter 3.80 but was unable to find provisions specifically addressing the exchange of surplus property for comparable items. Therefore, in accordance with City Code Chapter 3.80, the Procurement Services Division was provided with the underlying agreement, and has reviewed and approved of the proposed transaction.
