Recommendation
Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) amend the Homeless Emergency Aid Program (HEAP) Subrecipient Agreement with Sacramento Steps Forward (SSF) to reduce the amount the City administered by $694,298, for a new total amount of $1,065,750; 2) reduce the revenue and expenditure budgets in the Homeless Emergency Aid Program (G02000820) operating grant project by $694,298 in the Operating Grants Fund (Fund 2702) to reflect the amended Subrecipient Agreement; and 3) return the $694,298 in HEAP grant funds to SSF.

Description/Analysis

Issue Detail: On April 23, 2019, the City Council (Council) adopted a resolution to receive and administer $1,760,048 in grant funding from Sacramento Steps Forward (SSF), the lead agency for the United States Department of Housing and Urban Development's Continuum of Care program (CoC). These funds are part of a $12.7 million grant from the California Business, Consumer Services and Housing agency (BSCH) to the CoC under the HEAP program and were intended to support enhancements to existing sheltering programs in collaboration with SSF and Sacramento County.

The City and County of Sacramento undertook a collaborative planning process to invest in sheltering programs in the River District, ultimately awarding new contracts for two programs (North 5th Street and North A Street) in December 2019.
