Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) has obtained authorization and budget authority from its grantor, the California Office of Emergency Services (CalOES), to furnish exercise coordinator services via the 2017 (G11016900) and 2018 (G11006918) Urban Area Security Initiative (UASI) grants. These services were previously provided by the Sacramento Metropolitan Fire District via City Agreement No. 2018-0496. CalOES has since provided its approval to use the Sacramento Fire Department to provide the services described in City Agreement 2018-0496.

Policy Considerations: The proposed action is consistent with Resolution No. 2019-0248, Section 5.1, which requires any increase or decrease in FTE by department or by fund be approved by the City Council. The proposed action is also consistent with CalOES' 2017 Homeland Security Grant Program Supplemental Guidance, which prohibits grant recipients from supplanting (replacing) locally-appropriated resources with grant-appropriated resources.

Economic Impacts: Not applicable.

Environmental Considerations: Not applicable; the proposed activity is not subject to the California Environmental Quality Act (CEQA) according to its guidelines contained in the California Code of Regulations...
