Description/Analysis

Issue Detail: On May 5, 2020, the City Council approved the construction contract award for the Meadowview Road Complete Street Project at $8,052,711 and the budgetary adjustments needed (Resolution No. 2020-00390). In order to fill a funding gap, staff requested the Sacramento Area Council of Governments (SACOG) advance additional federal funds to meet the construction schedule through a Loan Program. In order to avoid project delay, the contract was awarded while the agreement was being completed. As part of the previous approvals by the City Council, budgetary adjustments were made contingent upon subsequent approval to execute the loan agreement with SACOG which now requires action. The financial terms are described in the letter agreement (Exhibit A).

Policy Considerations: The action requested supports the City's General Plan goals of improving the transportation system, expanding public safety, achieving sustainability through reduced dependence on the private automobile, and enhancing livability and economic vitality.
