Recommendation
Adopt a Resolution authorizing the City Manager, or the City Manager's designee, to: 1) execute an agreement with Consensus Building Institute, Inc. (CBI) to provide strategic planning and facilitation services to negotiate a new Water Forum Agreement (Water Forum II), for an initial one-year term with a one-year extension, for an amount not to exceed $485,603 over the two-year term; 2) approve the annual term extension subject to funding in the budget approved for the applicable fiscal year; and 3) transfer $75,000 from the Water Forum Successor Effort (WSFE) (Fund 7103) available fund balance to the Fiscal Year (FY) 2020/21 Sacramento City-County Office of Metropolitan Water Planning (CCOMWP) Operating Budget

Description/Analysis

Issue Detail: The Water Forum was formed in April 2000 to facilitate discussions regarding water use on the American River. Although the current agreement is in effect until December 31, 2030, the Water Forum Coordinating Committee has asked staff to begin renegotiations now. The original agreement was written with the environmental conditions and knowledge available twenty years ago. Conditions have changed and parts of the current agreement are outdated.

Policy Considerations: City Council approval is required for contracts of $250,000 or more. This action is consistent with Chapter 3.56.090 of the Sacramento City Code and existing policy regarding professional service agreements.
