Pass a Motion authorizing the City Manager or the City Manager's designee to execute agreements with Tidal Marine Construction, Inc. and Underwater Resources, Inc. for On-Call Underwater Diving and Remote Operated Vehicle (ROV) Services for an initial three-year term with two one-year renewals in an amount not-to-exceed $500,000 each over the full five-year term.

Description/Analysis

Issue Detail: Staff recommends Council approve agreements with Tidal Marine Construction, Inc. and Underwater Resources, Inc., each for an amount not-to-exceed $500,000, for On-Call Underwater Diving and Remote Operated Vehicle (ROV) services to support Department of Utilities (DOU) Drinking Water and Stormwater facilities.

Policy Considerations: City Council approval is required for service agreements of $250,000 or more per City Code 3.64.020.

Economic Impacts: None

Environmental Considerations: Per the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), approval of the proposed Agreements is exempt from the CEQA, under the common sense exemption that CEQA only applies to actions with potential to significantly affect the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on an environmental resource, the activity is not subject to CEQA.
