Description/Analysis

Issue Detail: Staff recommends Council approve an agreement with Twining, Inc., for on-call inspection services for various utility infrastructure improvement projects. Many Department of Utilities (DOU) projects require specialized inspection expertise on various project components such as structural, mechanical, electrical, and drinking water systems that could include, but are not limited to, improvements at treatment plant facilities, storage tanks, pump stations, groundwater wells and associated infrastructure, electrical control systems, steel/concrete repairs, and water transmission mains.

Each year, DOU performs millions of dollars in construction projects which include repairing/replacing existing infrastructure, modifying existing systems, and the construction of new systems to support the utilities. Much of the construction is supported by in-house City inspectors; however, many DOU projects include more specialized construction that require special inspection to ensure the improvements are completed correctly and in a timely manner.
