Recommendation
Adopt a Resolution: 1) authorizing the City Manager or the City Manager's designee to submit a grant application for the Sacramento Electric Vehicle (EV) Implementation Blueprint project to the California Energy Commission (CEC) EV Ready Communities Challenge Phase 2 - Blueprint Implementation grant program for an amount up to the maximum of $2,500,000; and 2) upon award of the CEC EV Ready Communities Challenge Phase 2 grant, authorizing the City Manager or City Manager's designee to accept and execute the grant agreement with the CEC and any related grant documents.

Description/Analysis

Issue Detail: In 2018, the CEC awarded the City $198,218 for a Phase 1 EV Blueprint planning grant that staff successfully completed in 2019. As a grant recipient for Phase 1, the City is eligible to compete in Phase 2 as one of three Central California applicants for an implementation grant of up to $2.5 million of implementation. The Phase 2 solicitation opened in August 2020 and is due October 2, 2020.

The project proposal will consist of the following key components:

* Community engagement and outreach, including an equity impact assessment
* Zero-mobility transportation incentives
* Installation of EV chargers at community centers and libraries
* Monitoring and program evaluation
