Recommendation
Pass a Motion authorizing the City Manager or the City Manager's designee to: 1) execute Supplemental Agreement No. 2 to City Agreement 2020-1685 with United Way California Capital Region (UWCCR) decreasing the amount by $300,000 for a total amount of $450,000; 2) receive a refund of $300,000 back into the Digital Equity Response Program from UWCCR; and 3) approving the use of the NASPO ValuePoint MA149-1 cooperative purchase agreement with AT&T Mobility for an additional amount of $300,000, for a total not to exceed amount of $600,000 to purchase Mifi/Aircards.

Description/Analysis

Issue Detail: On August 18, 2020, Council adopted Resolution No. 2020-0267 which established the Digital Equity Response Program (G02610100) from the Digital Divide Program in the Federal CARES Act Fund (Fund 2704). The resolution also authorized the negotiations and execution of a CARES Act grant agreement with United Way California Capital Regional (UWCCR) for an amount not-to-exceed $750,000. This amount included the purchase of Mifi/Aircard equipment that will be distributed to qualified individuals or families within the City of Sacramento.

UWCCR was unable to negotiate a purchase agreement with AT&T Mobility for Mifi/Aircard equipment at or below the discounted rate that is available to the City under the NASPO ValuePoint MA149-1 cooperative purchase agreement.
