Pass a Motion by two-thirds vote: 1) suspending competitive bidding in the best interests of the City; and 2) executing an agreement with the Los Rios Community College District for tuition fees from July 1, 2020 to June 30, 2021, with four optional one-year extensions, for a total not to exceed amount of $1,100,000.

Description/Analysis

Issue Detail: The Sacramento Police Department (SPD) requests approval to suspend competitive bidding and enter into an agreement with the Los Rios Community College District (LRCCD) for tuition fees incurred by SPD's academy and in-service training program, which includes ongoing professional training for SPD employees and defensive driving training for other City employees.

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code: 1) Section 3.56.090, requiring City Council approval for agreements equal to or greater than $250,000; 2) Section 3.56.230(C), allowing the City Council to suspend competitive bidding of agreements over $1,000,000 by two-thirds vote; and 3) Section 4.04.020(B),which mandates that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least (10) days prior to council action. This contract was published for 10-day review on December 31, 2020 as required.
